You know when you go onto your contracts offers to find new players for the up coming season, i think that there should be a kolpak players section. For example like last season when Durham signed Shaun Pollock as a kolpak player just for the 20/20's.

I also think it would be really good if you could negotiate contracts with people who are uncontracted throughout the season and also change your budget allowance throughout the season. This would help if you had say a succession of injuries and needed a player.

A final thing about contracts is that it would be good if you could get loan deals and short term (1 month) contracts.

Kolpak players are an area which in general should probably be sorted out for ICC 09, in terms of players qualifying to play for England or new Kolpak players becoming available. When a player has "South Africa (K)" under their name, the nationality of the player should be "South Africa", with a Kolkpak clause which would have the various implications of qualification for England etc. Instead, at present, I would guess that their nationality is "South Africa (K)": where "South Africa (K)" is a separate team totally detached from "South Africa".

loan deals would be great. I would also like to see the ability to sign players during the season.
Another thing I would like to see in the game is junior county teams. For e.g. have an academy and be able to invest money in the academy which will result in better players coming through.
Finally I would like to see a scouting system in place.

Can the game stop adding new players 3-4 weeks into the contract negotiations. Really screws you up, if we can't delay releasing players, then why should other counties. Similarly with international players.

One feature that should be there is the delayed releasing of players, it has always frustrated me when someone decent has in after a few rounds, yet I am $25,000 short of signing him. Releasing a no name hack immediately would cover this.
